From Reuters, California shows the final draft of cap-and-trade system to reduce emissions of carbon dioxide and other greenhouse gases concerning global warming on Friday according to the state's 2006 law, AB 32 requiring the state to lower greenhouse gases to 1990 levels by 2020. This is about payment of carbon dioxide permit. In 2020, permits will be given away to some companies.
